Ukrainian President Volodymyr Zelensky Asserts Absence of Clear Defense Guarantee from Partner Nations

President Zelensky has stated that European allies have failed to provide solid assurances that they will defend Ukraine in the event of a new Russian aggression.

"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after Britain and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.

However, full security guarantees have yet to be solidified. The United States, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.

Details of the Paris Talks

After the Paris talks, which included some 30 countries that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron later said a significant number of soldiers may be sent.

Allies proposed that the US would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

Moscow has not yet commented on the announcement made in the city of Paris.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about 20% of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "an essential component of our commitment to support Ukraine for the long-term".

He added: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - legally binding, endorsed by legislatures, supported by the United States Congress - this crucial issue remains unresolved. And should they materialize, you still have to rely primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable due to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Recently, the President indicated a settlement was "90% ready".

Territorial concessions and defense pledges have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukraine's military must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an agreed point - but provided that Russia reciprocated the action.

Russian forces now holds about 75% of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The pair of oblasts constitute the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
