The United Kingdom and France Plan to Send Military Personnel to the Country in the event that a Peace Agreement is Finalized

The London and Paris have signed a statement of purpose concerning the stationing of troops in Ukraine if a ceasefire be made with Moscow, the British leader, Starmer, has stated.

Following negotiations with Ukraine's allies in the French capital, he said that the allies would "establish operational bases throughout Ukraine and erect fortified structures for weapons and defense matériel" to prevent any subsequent invasion.

The coalition members also suggested that the US would play the primary role in verifying a halt in hostilities.

Moscow has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "valid objective", but has not yet responded on this recent declaration.

Background and Ongoing Conflict

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in early 2022, and Russia at this time occupies roughly 20% of Ukraine's sovereign soil.

"This represents an essential component of our vow to stand with Ukraine for the foreseeable future," stated the British leader.

National leaders and top officials from the "Coalition of the Willing" were involved in Tuesday's talks.

He stated at a shared media briefing, Starmer added: "It paves the way for the legal framework under which allied and coalition forces could function on Ukrainian soil, securing Ukraine's air and maritime domains, and regenerating Ukraine's defense capabilities for the future."

The British leader also stated that the UK would be involved in any US-led confirmation of a prospective ceasefire.

Defense Assurances and Negotiation Stances

Senior US negotiator Steve Witkoff remarked that "lasting security guarantees and substantial prosperity commitments are critical to a permanent resolution" in Ukraine – mentioning a key condition made by the Ukrainian government.

Witkoff said the allies had "mostly completed" their work on agreeing such assurances "so that the citizens of Ukraine know that when this conflict ends, it ends permanently."

Donald Trump's son-in-law, ex-President Donald Trump's representative, also was involved in the discussions.

Separately, France's leader Emmanuel Macron stated that Ukraine's supporters had made "considerable headway" at the negotiations.

He noted that "strong" safety pledges for Kyiv had been reached in the case of a possible truce.

Ukraine's leader Volodymyr Zelensky said that a "huge step forward" had been made in the talks, but qualified that he would only deem efforts to be "enough" if they culminated in the end of the fighting.

Last week, Zelensky said a settlement was "90% ready". Finalizing the last 10% would "shape the future of peace, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the heart of key disagreements for negotiators.
  • The Russian President has repeatedly warned that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas or Russia will take control, refusing any concession over how to finish the war.
  • Zelensky has so far rejected ceding any land, but has floated the idea that Ukraine could move its forces to an designated point – but only if Russia does the same.

Moscow currently holds about 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The areas form the industrial region of Donbas.

The original US-led multi-point framework that was circulated to the media last year was seen by Kyiv and its partners in Europe as being strongly biased in Russia's favor.

This sparked a period of intensive negotiations – with Ukraine, the US and European leaders trying to adjust the proposal.

The previous month, Ukraine submitted the US an updated framework – as well as separate documents outlining potential security guarantees and plans for Ukraine's reconstruction, the President added.
